Wriiten by the guys who wrote, and then sold SolidWorks to Dessault, the billionaires have nothing better to do than write a follow up that put Dessault out of business.

For years I wished I could afford solid works.  OnShape, which is still in beta but appears that it will be better, is free.  At the moment the free access requires some reasonable inconveniences, and that might change, so I caution any long term commitment (like I did :( )  until we know the long term story, but it is worth checking out. You will learn about why parametric CAD is used by 98% of the professionals who do it for a living.

It runs on ..... anything.  It runs in any reasonably current browser on any reasonably powerful machine.

In a way I saw it as the first browser app I would ever even consider using.  After using it for 3 months, I am convinced browser apps still suck.  But OnShape is reasonably usable, given the price value ratio.
